Office of Business Operations: Strategic Plan
Organizational Background
The Office of Business Operations exists to provide support services for the University's primary mission of educational research and teaching excellence in a Catholic environment. Due to Notre Dame's unique heritage as a Holy Cross institution of higher education, the Catholic values of faith, integrity and service are woven into the daily work. Business Operations prides itself on being ready to swiftly and effectively anticipate the needs of our University client base and successfully deliver results.
Business Operations is comprised of a diverse group of seven business units, employing over 1,200 full-time equivalent employees.
Administrative Services
Administrative Services delivers exceptional customer service to the Notre Dame community in the areas of transportation, communication, insurance, safety, and off-campus learning. Administrative Services strives to enhance student and academic life and to honor Our Lady on the Dome by proactively and strategically aligning services with diverse constituents across campus.
Building Management
The Building Management Department manages a select number of academic buildings to ensure a conducive educational environment. This group works closely with the Registrar's Office, OIT and Facilities Operations to make sure rooms are physically and technologically prepared for classes, meetings and seminars. Additionally, non-technology classrooms are made available for individual and small group student study. With offices in DeBartolo Hall and Coleman-Morse Center, this department also provides services for Mendoza and O'Shaughnessy.
Campus Mail Services
Mail Services sorts and delivers, twice daily to each building, incoming University Mail from the Notre Dame Post Office and processes all out-going U.S. Mail from the University to the postal system.
London Facility
The London Facility, in its fourth year of operation in the Suffolk Street building, provides academic space for the Engineering and Law Summer Programs, the Fall and Spring Semester Undergraduate Program, and the Law Centre Program.
Risk Management and Safety
Risk Management and Safety provides quality services and professional advice in the areas of occupational health, general safety, environmental protection, risk management and insurance. These services protect the University's assets and ensure compliance with federal, state and local health, safety and environmental regulations.
Telecommunications
The Office of Telecommunications coordinates the movement, installation, removal, and repair of all telecommunications equipment on campus. It also provides services including consulting, switchboard, Help Desk, long distance and voice mail for all Notre Dame communities.
Transportation
Transportation Services is committed to being a full-service provider of vehicle services including: vehicle acquisition, maintenance and disposal, fueling, motor pool services, licensing, title and registration, ground transportation for the Officers' Group and guests, DOT compliance, driver orientation training, and emergency roadside assistance.
Asset Management
Asset Management was formed as a diversified acquisitions, development, management and real estate advisory enterprise. Its function is to assist in the development of the University's main campus, surrounding neighborhoods and worldwide educational missions.
Real Estate Management
Real Estate Management involves the leasing and management of existing real estate assets, including single-family residential, multi-family residential, gifted properties and multi-tenant commercial properties, as follows:
- Property Acquisitions provide additional facilities, beyond campus, for academic and research study as well as residential rentals for use by University employees.
- Rental Properties are utilized by full-time staff, faculty, departmental and short-term placements for University administrators.
- Third Party Lease Management oversees the limited rentable space on campus, including LaFortune Student Center.
- Visiting Faculty Apartments manage the Hesburgh Center and Fischer Visiting Faculty Apartment properties, which accommodate the growing need for housing for visiting faculty.
Acquisition/Development/Investment
Acquisition/Development/Investment focus on the development and acquisition of real estate beyond campus proper, including:
- Notre Dame Avenue Housing Program encourages home ownership and revitalization in the neighborhood south of the University.
Auxiliary Services
Auxiliary Services is dedicated to providing outstanding customer products and services as industry leaders while supporting the financial obligations of the University. These goals will be accomplished by practicing effective leadership that ensures the University's physical and fiscal integrity.
Cedar Grove Cemetery
Cedar Grove Cemetery's mission is to provide a dignified Christian burial for members of the Notre Dame community and their families. The burial of the dead is recognized as a religious rite and Cedar Grove's operations are conducted in such a manner as to be worthy of participating in these religious rites. The staff is dedicated to maintaining Cedar Grove as a place of sacred memories of the dead and of comfort for the living. It is understood that laws accord cemeteries certain privileges. Cedar Grove will avoid practices that abuse these privileges. Cedar Grove will strive to improve the services rendered and to operate with high ethical and moral standards as to be a credit to the community and the profession.
Food Services
Food Services is comprised of a diverse mix of business operations that provide services to the campus community and the Congregation of Holy Cross. These services include traditional residential dining in a food market environment, retail restaurant, convenience store, catering, office refreshment, conference, concession and special events. Food and beverage as well as laundry coin and card operated vending services are also provided.
Nutritional and food allergy counseling as well as other nutrition and culinary support services and programs are offered to students, athletic teams and university population in general.
Food Services also manages the campus identification card program including manufacturing cards and management of the electronic department charge, Domer Dollar and Flex Plan programs.
Licensing Department
The University of Notre Dame Licensing Department is responsible for managing the commercial use of the University's indicia by outside entities. The department operates a multi-functional program designed to leverage and at the same time protect the brand identity of the University.
McKenna Hall - Center for Continuing Education
The Center for Continuing Education (CCE) serves as the University's conference center, hosting a wide variety of events, utilizing the catering services and sleeping rooms of the Morris Inn, and providing comprehensive planning support for conference hosts.
Hosting University administrative meetings, in which McKenna Hall serves as meeting space, encompasses the majority of the CCE's event activity. However, the bulk of the work of CCE staff is in support of scholarly conferences hosted by Notre Dame faculty, and in organizing the large, revenue-rich conferences of outside clients
Morris Inn
The Morris Inn is a full service hotel ideally located on campus, whose primary mission is to be the center of hospitality for the University and community at large. The Inn enhances the University's overall quality of life by providing quality lodging and food and beverage experiences. Total visitor satisfaction is the ultimate goal of the staff.
Notre Dame Inn
The Notre Dame Inn, proposed for a site located just to the southwest of St. Mary's Lake, will serve the needs for institutional advancement, outreach and growth of hospitality demand into the future. The preliminary vision for the Notre Dame Inn is that of a unique facility of 175-200 guestroom and suites with a three-meal restaurant, a traditional Irish Pub, fitness center, and extensive banquet and meeting space. It will reflect an architectural and interior design style that will be appropriate for the location - surrounded by gardens and landscaping planned to be respectful of the natural environment.
Retail Operations
The University of Notre Dame Retail Operations is responsible for providing all academic course-related materials to the students and faculty of the University. It also contains one of the finest academic general book collections within the collegiate bookstore industry and, as a portal to the University serves as host to the thousands of visitors as they show support and pride in the institution with their purchases of Notre Dame apparel, gifts, and memorabilia.
Retail Operations is a collective effort of the Hammes Bookstore in the Eck Center, the Varsity Shop operations in the Joyce Center, Catalog Fulfillment Center on Ironwood Road, Alumni Association merchandising, Stadium merchandise concessions, Irish Express located in the LaFortune Student Center on event weekends, and internet merchandising.
St. Michaels Laundry
St. Michael's Laundry provides laundry and dry cleaning, tailoring, and linen leasing services to the University community. It provides quality, competitively priced services to the religious, student and on-campus departmental community members.
Facilities Operations
Facilities Operations protects and maintains University buildings and building equipment. Additionally, the Notre Dame campus is kept looking clean and beautiful. The goal of Facilities Operations staff is to provide prompt, cost effective, quality services to all members of the Notre Dame community.
Building Services
Building Services provides multi-faceted services to the University community. The functions of the department include Custodial Operations covering 5.65 million square feet of buildings, Warehouse Operations, Solid Waste/Recycling and the Drape Shop.
Data Systems
Data Systems provides all computer support for Facilities Operations. The work order control center converts maintenance requests to work orders and processes the work orders from initiation to completion.
Fire Protection
Fire Protection provides 24 hour, emergency response to fire alarm conditions, emergency medical incidents, and any rescue situations in addition to comprehensive fire prevention programs.
General Services
General Services performs tasks such as hauling small and large items from Central Receiving to different departments on campus, moving furniture from one department to another, installing new vinyl and ceramic floor tile, installing new carpet, and setting up events. General Services also takes care of the residence hall and department minor repairs.
Landscape Services
Landscape Services provides all aspects of landscape plantings and grounds maintenance to non-athletic areas of the campus, which includes: turf, shrub, tree and floral care. Snow is removed from sidewalks, roads and parking lots. Groundskeepers maintain many of the University rental properties.
Locksmith Services
Locksmith Services maintains all master key systems, cores and keys for all University facilities, and is responsible for the Lenel card access system, within the University ID card program. This includes system design, installation and data management. The department also maintains all door hardware, locksets, door closers, panic hardware, wood and metal doors and doorframes of all styles and manufacturers.
Maintenance and Projects
Maintenance and Projects provides problem analysis and repairs for routine and emergency maintenance items. The department is responsible for project design, cost estimation and project supervision for building survey and renewal projects.
Preventive Maintenance
Preventive Maintenance manages and performs preventive and predictive maintenance on the equipment in the University's facilities. The department manages the maintenance and modernization of the elevators within the facilities and maintains the campus lighting system.
Sign Shop
The Sign Shop is a full service sign shop serving the Notre Dame community, producing engraved signs, individual vinyl letters and custom color graphics. The Sign Shop also produces room signs and exterior signs for new buildings and remodeling projects.
Procurement Services
Procurement Services is dedicated to providing the most effective and efficient procurement of quality goods and services to our customers in support of Notre Dame's mission and goals. Procurement Services will accomplish this through exceptional customer service, innovative processes, sound business practices and by managing vendor relationships. Procurement Services delivers procurement tools, policies, standards, and procedures as well as establishes strategic alliances, promotes community and minority business development programs, and practices ethical purchasing.
Procurement
The procurement function provides bidding, order processing, contract negotiation and administration. It also provides policies and procedures for the purchase of materials, equipment and services.
Central Receiving
Central Receiving manages the incoming delivery of products by receiving and redistributing them on a daily basis. In addition, the function provides inventory management services for departmental stock and institutional stock to satisfy customer and economic issues.
The unit is currently developing a Surplus Property program that will provide centralized collection and redistribution of "end-of life" product for use by others. The program will maximize the appropriate utilization of institutional assets while lowering expenditures.
Office of the University Architect
The Office of the University Architect provides service to the University by planning, designing, and constructing excellent environments for teaching, learning, living, and spiritual growth consistent with Notre Dame's heritage and responsibilities as the world's preeminent Catholic university.
Planning Services
The University Architect leads the campus master planning process to establish principles for campus growth. Some tasks associated with this responsibility include master facility planning for colleges and departments, parking and transportation planning, project feasibility studies, project planning and definition, peer benchmarking and developing and maintaining furniture, fixture and equipment guidelines.
Design Services
The University Architect develops and maintains building design standards for consistent applications of building systems, technology, and materials. In conjunction with this, they facilitate design input from campus clients and other stakeholders to ensure the appropriate details are considered for each project. Additionally, the University Architect leads the design team selection process, prepares and administers design contracts, develops and presents conceptual building design standards, and develops and monitors project costs and timelines.
Construction Services
The University Architect leads the University construction process. These responsibilities include recommending an appropriate construction delivery method based on the specific requirements of the project, leading the construction team selection process for construction management or design-build projects, analyzing the capabilities of contractors and major subcontractors to maintain a list of qualified bidders for all types of projects and delivery methods, preparing and administrating construction contracts, monitoring construction progress with respect to cost, time, and quality, and facilitating the occupancy of completed projects including the relocation of occupants.
Utilities
The mission of Utilities is to provide reliable, low cost and compliant utility services in support of the many activities on campus including teaching, research, major sporting events and everyday life. To this end Utilities produces, distributes and controls a wide array of utility products and services.
Power Plant
The Power Plant centrally produces steam for heating, humidification and other processes, chilled water for cooling, electricity for power and lighting, domestic softened hot and cold water for bathing and laundry use and compressed air for temperature controls. Domestic hard water is also a product provided by Utilities from the University's own potable water production system.
Utility Distribution
Distribution of all utility produced products is also a responsibility of Utilities. In addition to the centrally produced products, Utilities is also responsible for the storm and sanitary sewer system and natural gas (NIPSCO) system.
Energy Management
Energy management and conservation are also key aspects of the overall utility operation. Through various means including operation techniques, state of the art equipment, energy efficient designs and the use of the University's Central Building Automation System this key issue is managed.
Capital Projects Engineering
Utilities serves as the engineering design and review resource for University capital and renewal projects. The University Architect and Facilities Operations rely upon the engineering talent within the Utilities department to work in conjunction with their efforts. Project and construction management services are also available from Utilities.
Strategic Planning Objectives
