Small Business, Minority Business Enterprise (MBE), and Women's Business Enterprise (WBE) Utilization

Requirements for small business, minority-owned firms and women's business enterprise utilization are based on several executive Orders, OMB Circular A-102 and OMB Circular A-110. Recipients of Federal awards are required to ensure that such businesses are used to the fullest extent practicable. If the Federal grants, cooperative agreement, or other Federal financial assistance is valued at $500,000 or more, the recipient must submit quarterly reports to document MBE/WBE utilization. This documentation is also required on all agreements, regardless of size, sponsored by the Environmental Protection Agency (EPA). When required, recipients must complete Standard Form 334 and send it to agency award officials within one month following the end of each Federal fiscal quarter during which any procurement in excess of $10,000 is executed under the assistance agreement. Please coordinate these reports through the Office of Research.

Notre Dame's accounting system does not track grant and contract expenses to identify by specific grant or contract which purchases are made from small or disadvantaged businesses. We are still required, however, to file the necessary reports with the sponsor. It is University policy, through and within the confines of good business practice, to make a special effort to include small business and small disadvantaged business enterprises in the procurement program. Principal Investigators should likewise make a special effort to seek out and purchase from vendors that meet these qualifications.
