NSF Consultant Rate for FY 2006
Beginning
3/15/06 there will not be a consultant rate for FY 2006. The Appropriation
Act applicable to NSF for Fiscal Year (FY) 2006 does not contain a
limitation on payments to consultants under NSF awards and therefore,
this constraint has been eliminated for FY 2006 appropriated funds. Payments,
however, should be comparable to the normal or customary fees charged
and received by the consultant for comparable services, especially
on non-government contracts and grants.
How will this change be implemented? The NSF terms and conditions
are currently being revised to implement this change.1 All new NSF
grants and funding amendments to existing NSF grants will begin referencing
and will be subject to the NSF Grant General Conditions (GC-1), dated
03/15/06. Also, all new NSF cooperative agreements and funding amendments
to existing cooperative agreements will begin referencing and will
be subject to the Financial and Administrative Terms and Conditions
(FATC), dated 03/15/06. Note, however, that all funds awarded prior
to the incorporation of the revised conditions dated 03/15/06 are
still subject to the consultant rate of pay limitation until all of

Updates
to NIH's Electronic Application Submission Available Via Listserv
The
National Institutes of Health's Office of Extramural Research has
established a listserv electronic mailing list to provide periodic
updates on its electronic grant application program to scientists
and administrators in the biomedical research community. Persons interested
in receiving these updates are encouraged to subscribe to the appropriate
listserv, as follows:
Scientists, Researchers and Principal Investigators: leaving the
subject line blank, send a plain text email message to Listserv@list.nih.gov including
only the words Subscribe NIH_eSUB_PI-L in the body of the
message.
Institutional Officials, Administrative and Business Personnel:

the message.

10 Deadline for Research Achievement Award Nominations
Each year, the Research Achievement Award is bestowed on a distinguished
Notre Dame faculty member who has made significant contributions to scholarship
in his/her discipline and to the research and educational goals of the
University. The winner receives a plaque and $10,000 in a discretionary
research account. He/She will also be recognized in the Commencement
program and at the President's faculty dinner.
The deans of each of the colleges may nominate two
full-time faculty members, currently active in research and teaching. The vice
president for Graduate Studies and Research, Dr. Jeff Kantor, appoints a committee
including one member from each of the colleges to review the nominations and
recommend their choice. Dr. Kantor selects the winner.
Nominations
are to include the nominee's CV and a 2-page letter addressing these
selection criteria:
1) Evidence of the nominee's
commitment to his/her profession and efforts to futher the University's research
and scholarship mission
2) The nominee's past research accomplistments and future research potential3)
Demonstrations of universal recognition as a research leader
Nominations are to arrive no later than Friday, March 10, 2006. They
should be sent to Erin Ytterberg, 511 Main Building.
