Constitution

PREAMBLE

The National Society of Black Engineers, as a national student and professional based organization, does hereby dedicate itself to the development of intensive programs for increasing African-American and other ethnic minority participation in the fields of engineering and technology. These programs will be initiated both within and outside the university community and will serve to strengthen relations between professional industry and the Notre Dame engineering African-American community.

Members of this organization are encouraged to participate in conjunction with their respective professional organizations. This organization will primarily serve as a support network for its members as well as any other members of the African-American engineering community. Membership is open to non-engineering majors and individuals of other backgrounds, but the primary role will be to support the Notre Dame African-American engineering community.

ARTICLE I - Name and Type

The name and type of this organization shall be the National Society of Black Engineers University of Notre Dame chapter (ND NSBE), a student run organization.

The National Society of Black Engineers University of Notre Dame chapter's mission is to equip all its members with the resources they need to be successful in their future careers while fortifying a sense of community among the African-American engineers at Our Lady's University.

The objective of the ND NSBE shall be to stimulate and develop student interest in engineering and technically related fields; to strive to increase the number of students studying engineering at both the undergraduate and graduate levels; and to endeavor in the advancement of the ethnic minority engineers in professional industry. ND NSBE will also reach out to middle and high school students to increase their awareness of opportunities in engineering and technology and encourage them to study engineering.

ARTICLE II - Mission

The National Society of Black Engineers University of Notre Dame chapter's mission is to equip all its members with the resources they need to be successful in their future careers while fortifying a sense of community among the African-American engineers at Our Lady's University.

ARTICLE III - Membership

Section 1.
Membership in the National Society of Black Engineers University of Notre Dame chapter shall be designated as member or an affiliate.

Section 2.
Members shall be defined as:

(a) Any undergraduate enrolled in an accredited program that offers a degree in the field of engineering and is a candidate for a degree in engineering, engineering technology, or applied/physical science, and has received a registered membership card through the payment of annual membership fees.

(b) An Affiliate member shall be defined as a person who is not a candidate for a degree in one of the areas defined in Article III, Section 2 (a), and is exempt from positions including, but not limited to a National or Regional office, and a position of President or Vice President of the chapter.

(c) A NSBE Jr. Member shall be defined as a pre-college student enrolled in junior high or high school and who has met the criteria to receive a registered membership card through the payment of annual membership fees. NSBE Jr. members shall vote only in NSBE Jr. meetings and only on NSBE Jr. matters.

(d) An Honorary Member shall be defined as a person who does not meet the definition of Student, Affiliate, or NSBE Jr., Member but has contributed through efforts in support of the goal University of Notre Dame's NSBE chapter , has been nominated by a member of the Executive Board. An Honorary Member as such is exempt from positions including, but not limited to, a National or Regional office with voting power, or the position of chapter President or Vice President.

Section 3.
A graduate student who qualifies for membership to NSBE University of Notre Dame chapter may participate as a member or an alumni member, but not both.

Section 4.
Membership and participation shall be free from discrimination on the basis of sex, race, religion, ethnic group, age, national origin, or country of abode.

Section 5.
The “good standing” of a NSBE member shall be defined as the definition of good standing dictated by the respective institution’s NSBE chapter of that matter.

Good standing shall be defined as:
i) Cumulative GPA of 2.5 on 4.0 scale
ii) Paid National and Chapter dues
iii) Respectable Attendance For Executive Board and elected offices 85-90% attendance and members 70% attendance

ARTICLE IV - Voting

Section 1.
ND NSBE chapter in good standing shall be entitled to two (2) votes during regional and national conferences and meetings.

Section 2.
Each member of ND NSBE chapter shall be entitled to one vote in all chapter general body meetings in which membership is held.

Section 3.
ND NSBE chapter shall select two senators to represent the chapter in regional and national business.

Section 4.
NSBE Jr., Alumni, Lifetime, and Honorary members shall not be entitled to vote.

ARTICLE V - Dues

Section 1.
Annual membership fees shall be reviewed annually by the ND NSBE chapter Executive Board and can be changed only by a two-thirds vote of the officers.

Section 2.
Membership fees include National and Chapter dues.

ARTICLE VI - Administration

Section 1.
There shall be an Executive Board of the National Society of Black Engineers University of Notre Dame chapter which shall consist of the:
(a) President
(b) Vice President
(c) Treasurer
(d) Secretary
(e) Faculty Advisor

Section 2.
The Executive Board shall:
(a) Determine all questions of policy and shall administer the affairs of National Society of Black Engineers University of Notre Dame chapter under the Constitution and Bylaws, and the general provisions of the law under which it is incorporated.
(b) Be subject to the orders of the membership and none of its acts shall conflict with decisions made by the vote of the general body, or the goals and objectives of the organization.
(c) Not receive any salary for service.
(d) Make recommendations to the NSBE.
(e) Set the hour, agenda and place of the meetings.
(f) Coordinate activities at all levels of the National Society of Black Engineers University of Notre Dame chapter.

ARTICLE VII - Committees

Section 1.
Committees will carry out assignments deemed necessary by the National Society of Black Engineers University of Notre Dame chapter Executive Board.

Section 2.
The National Society of Black Engineers University of Notre Dame chapter Executive Board will create and appoint chairs for any special committee(s), as necessary.

ARTICLE VIII - Chapter

Section 1.
The National Society of Black Engineers University of Notre Dame chapter shall serve as the primary program vehicle for the members; programs should be in accordance with the mission of National Society of Black Engineers University of Notre Dame chapter.

Section 2.
The National Society of Black Engineers University of Notre Dame chapter shall have a chapter constitution to be filed as official documents of the National Society.

Section 3.
The National Society of Black Engineers University of Notre Dame chapter must register annually with NSBE to be officially recognized as a chartered chapter.

ARTICLE IX - Offices

Section 1.
All elected offices will be held by members in good standing.

Section 2.
The elected offices of the National Society of Black Engineers University of Notre Dame chapter are:
(a) President
(b) Vice-President
(c) Treasurer
(d) Secretary
(e) Web Master

Section 3.
The appointed offices of the National Society of Black Engineers University of Notre Dame chapter are:
(a) Parliamentarian
(b) Committee Chairs
(c) Senators
(d) Joint Engineering Council Representative
(e) Faculty Advisor

Section 4.
The Executive Board officers are the President, Vice President, Secretary, Treasurer, Senators Faculty Advisor.

Section 5.
The Executive Board officers of National Society of Black Engineers University of Notre Dame chapter shall appoint the positions listed in Article XI, Section 3.

Section 6.
Any Student Member of National Society of Black Engineers University of Notre Dame chapter is eligible for a National elected office who:
(a) has a minimum classification of sophomore undergraduate status or the equivalent for the elected term for the positions of Treasurer, Secretary, or Web Master, or junior undergraduate status for positions of President or Vice President, and
(b) has been registered as a full-time student the academic semester prior to the beginning of the elected term and must maintain student status the academic term prior to and throughout the elected term.
(c) Graduate students who have fulfilled member status must maintain full-time student status throughout the elected term.

Section 7.
The National Society of Black Engineers University of Notre Dame chapter President and Vice President positions are restricted to engineering, engineering technology and applied/physical science majors.

Section 8.
Regional offices and their duties shall be defined by each region’s working rules in accordance with all regulations of NSBE.

Section 9.
Elections to National Offices:
(a) Elections of National Offices will take place at the annual National Convention and meeting; Regional Chairs may be elected at Regional meetings.
(b) The NEB shall appoint an elections committee to compile and disseminate documents and procedures to members seeking office. This elections committee will also coordinate the election at the Annual Convention and meeting with the supervision of the National Parliamentarian.

ARTICLE X - Duties of Elected Offices

Section 1.
The President shall:
(a) generate ideas for chapter events.
(b) help maintain the focus of the organization's programming towards primarily supporting the African-American engineering student academic and social community.
(c) support the other elected officers in their efforts to implement the goals of the chapter for that term.

The Vice President shall:
(a) be the primary overseer of the progress made on chapter events.
(b) assign roles as necessary to successfully accomplish chapter objectives.

The Treasurer shall:
(a) carefully manage the National Society of Black Engineers University of Notre Dame chapter’s funds for their elected term.
(b) Be responsible for solicitation of funds and/or corporate sponsorship from companies to assist ND NSBE in funding their planned activities for the term.
(c) Be responsible for drafting a budget for the chapter for the upcoming school year at the end of their term in order to give the incoming treasurer a rubric to use for managing the finances for the upcoming term.

The Secretary shall:
(a) maintain communication between the ND NSBE leadership and the chapter members.
(b) take notes at each meeting and send out email updates to the club after every meeting to keep members informed of the ND NSBE activities should they miss one of the meetings.
(c) send out reminder emails to the membership one to two days prior to every event.
(d) distribute a calendar of chapter events for the month at the beginning of each month.

The Webmaster shall:
(a) update and maintain the ND NSBE website.
(b) update the National Society of Black Engineers University of Notre Dame chapter website monthly
(c) including photos of the Executive board, the calendar of chapter events for the month and information about the national organization on the chapter’s website.

ARTICLE XI - Meetings

Section 1.
Meetings shall occur at the date and time chosen by the National Society of Black Engineers University of Notre Dame chapter’s Executive Board for the term.

ARTICLE XII - Bylaws

The Bylaws of National Society of Black Engineers University of Notre Dame chapter shall be amended by a two-thirds vote of the members attending the annual National Convention, or by a two-thirds vote of the Executive Board.

ARTICLE XIII - Amendments

Section 1.
Amendments to this Constitution may be proposed by:
(a) A two-thirds vote of the Executive Board.
(b) One-third of the voting members.
(c) Two-thirds of the members at a meeting.

Section 2.
Proposed Amendments must be submitted in written form to the Executive Board to be reviewed. The proposal must be clearly stated and justified.

Section 3.
Ratification of any amendments to this constitution shall be subject to a three-fourths (3/4) affirmative vote of the members present at a meeting the National Society of Black Engineers University of Notre Dame chapter.
