Commanding Officer
CAPTAIN CLARENCE EARL CARTER, USN
Captain Clarence Earl Carter is the Commanding Officer of the Naval Reserve Officers Training Corps Unit at the University of Notre Dame.

A native of Birmingham, AL, Captain Carter grew up in Louisville, KY, and graduated from Vanderbilt University in December 1980, with a Bachelor of Engineering Degree in Civil Engineering and Mathematics. He was commissioned through the Naval Reserve Officer Training Corps (NROTC) Program.

A career submarine officer, following nuclear power training, Captain Carter served at sea aboard the attack submarines USS SAND LANCE (SSN 660) and USS QUEENFISH (SSN 651), completing a total of six deployments to the Atlantic and Pacific Oceans and Mediterranean Sea. He later served as Executive Officer in USS FLORIDA (SSBN 728) (GOLD), completing two strategic deterrent patrols.

Ashore, Captain Carter served as Flag Lieutenant to Commander, Submarine Group 9; on the Staff of Commander, Submarine Force, U.S. Pacific Fleet, as Material Officer for Submarines/Operational Type Desk Officer; and as an Operations Research Analyst and subsequently, as a Branch Chief, in the Studies, Analysis, and Gaming Division; Force Structure, Resources and Assessment Directorate; the Joint Staff (J8), Washington, D.C. He was designated a Joint Specialty Officer in 1999

Captain Carter earned a Master of Science Degree in Public Administration from Central Michigan University, and attended the Air War College at Maxwell Air Force Base, AL, where he was a member of the 50th graduating class.

From 1999 until 2001, Captain Carter commanded USS SCRANTON (SSN 756), homeported in Norfolk, VA. During his tour, SCRANTON deployed to the Mediterranean Sea and Southwest Asia with the USS JOHN F. KENNEDY (CV 67) Battle Group, and later, to the Arctic Ocean and U.S. Southern Command Area of Responsibility (AOR). The ship was awarded two consecutive Battle Efficiency 'E' Awards in 2000 and 2001, as well as the Meritorious Unit Commendation (two awards) and the Coast Guard Meritorious Unit Commendation.

Captain Carter served as Deputy Commander, Submarine Squadron SIX from 2002 until 2003, when he transferred to duty as Deputy Nuclear Propulsion Program Manager (N133B) and Head, Nuclear Propulsion Program Management Branch (N133), on the staff of the Deputy Chief of Naval Operations (Manpower, Personnel, Training, and Education)(N1), serving in those capacities until 2005.

From 2005 to 2007, Captain Carter served as Commander, Submarine Squadron EIGHT in Norfolk, VA. Subsequently, he returned to Washington, D.C. as Executive Assistant to the Chief of Naval Personnel/Deputy Chief of Naval Operations (Manpower, Personnel, Training, and Education)(N1). During this tour, he was a 2008-2009 Fellow in the Massachusetts Institute of Technology Seminar XXI Program.

In 2011, Captain Carter relieved as Commanding Officer, Naval Reserve Officer Training Corps Unit and Professor of Naval Science at the University of Notre Dame.

Captain Carter's personal awards and decorations include the Legion of Merit, the Defense Meritorious Service Medal, the Meritorious Service Medal, the Navy Commendation Medal, and the Navy Achievement Medal. Additionally, he was awarded the Admiral A.I. McKee and L.Y. Spear Awards for academic excellence.

Captain Carter and his family reside in Granger, Indiana.
 

Executive Officer
COMMANDER FRITZ TEUSCHER, USN
Commander Fritz Teuscher is currently serving as the Executive Officer and the Associate Professor of Naval Science at the Naval Reserve Officers Training Corps Unit at the University of Notre Dame.

A native of Houston, Texas, Commander Teuscher graduated from Tulane University in 1989 with a Bachelors of Arts degree in Political Science and from the U.S. Naval War College in 2004 with a Masters of Arts degree in National Security and Strategic Studies. Additionally, he graduated with distinction from the Naval Staff College as the representative U.S. Naval Officer among thirty-four specially selected foreign naval officers. He received his commission as an Ensign through the Naval ROTC program and was designated a Naval Flight Officer in July 1990 in Pensacola, Florida. Following initial training in the S-3A Viking aircraft with the "Shamrocks" of Air Anti-Submarine Squadron FOUR ONE (VS-41), he reported to the "Blue Wolves" of Air Anti-Submarine Squadron THREE FIVE (VS-35) at NAS North Island, San Diego, California where he deployed to the Arabian Gulf in support of Operation SOUTHERN WATCH as part of the USS CARL VINSON (CVN 70) Carrier Battle Group.

Commander Teuscher's subsequent flying tours included assignments to Sea Control Squadron FOUR ONE (VS-41), the Fleet Replacement Squadron, as an S-3B Viking flight instructor and to Sea Control Squadron THREE THREE (VS-33), the "World Famous Screwbirds", as the Operations Officer. It was during this tour that he participated in Operation ENDURING FREEDOM while embarked in USS JOHN C. STENNIS (CVN 74) in the north Arabian Sea.

Commander Teuscher's staff tours include assignment as the Commander, Carrier Group SEVEN Strike Operations and Weapons Officer during which he embarked in USS JOHN C. STENNIS (CVN 74) and deployed to the Arabian Gulf in support of Operation SOUTHERN WATCH. Commander Teuscher completed a tour as the Officer-in-Charge, Navy Warfare Development Command Detachment San Diego where he served as Liaison Officer to Commander, U.S. THIRD FLEET. Additionally, he was assigned as the USS NIMITZ (CVN 68) Air Operations Officer and deployed with the NIMITZ Carrier Strike Group to the Arabian Gulf in support of Operation IRAQI FREEDOM.

Commander Teuscher's awards include the Meritorious Service Medal, Air Medal (strike/flight award), two Navy Commendation Medals, two Navy Achievement Medals, and various campaign and service medals. He has flown over 2,500 hours and amassed over 500 carrier landings.
