Policies


Medical Down

1. In the event that a midshipman becomes med-down, he or she must immediately notify his or her platoon and company commanders, or another link in their chain of command, prior to the event. Failure to notify the chain of command will result in a UA. Simply not feeling well enough to get out of the rack is not an excuse that will suffice in the Fleet, nor will it be tolerated at NROTC Notre Dame.

2. Med-down midshipmen must submit a med-down notice (located in the MED DOWN FORMS box in the Battalion Office) and a doctor's form (located in infirmary; common to all ROTC units; must be dated and signed by a doctor). Med-down midshipmen must visit Health Services and see a doctor, within two days of the missed event. These forms should state the diagnosis, the cause of the injury/illness, and the anticipated med-up date.

3. If a midshipman is placed on prescription medication, he/she must provide paperwork from the prescribing doctor to YN1 or Mr. Jesse.

4. Both notices must be in the Supply/Med box by COB Tuesday in order to be included in the weekly report.

5. Any change in a midshipman's condition resulting in a change in that individual's med-up date must be officially documented and turned in to the Supply/Med box.[Top]

 

 


Unauthorized Absence

All NROTC midshipmen are required to attend all Drill and PT sessions during the week as listed in the Plan of the Week (POW). If a midshipman has a scheduling conflict, he/she is required to submit an Excuse Chit to their chain of command requesting permission to be excused from the evolution.

1. Submission of excuse chits: Acceptable excuses include classes, tests, review sessions, or tutoring appointments. Other events are to be scheduled around Drill and PT. Excuse Chits for regular events during the week such as Drill and PT will be submitted at least 72 hours prior to the event.

 a. Midshipmen will email their Platoon Commanders the Excuse Chit carbon copied to their platoon guide.
b. The Platoon Commander will either approve or disapprove it.
c. If approved, Platoon Commanders will forward the email to the Company Commander, who will either approve or disapprove it.
d. If approved, the Company Commander will forward the Excuse Chit back to 3 people: the midshipman, his/her Platoon Commander, and the Company CPO.
e. The Company CPO will note the excused absence on their muster sheets along with a note explaining the absence.

2. Failure to submit an excuse chit: If a midshipman fails to submit the required Excuse Chit outside the 72-hour limit, he/she will be assigned an Unexcused Absence and the requisite punishment, but may be allowed to miss the evolution. If a midshipman fails to submit an Excuse Chit and does not notify his/her chain of command, the midshipman will be assigned a UA and the requisite punishment.

3. Timely arrival: For arriving to the required evolutions, the 15-minute rule will be in effect. All midshipmen are required to arrive 15 minutes before the scheduled start time of the event for mustering purposes. All midshipmen who arrive after the 15-minute deadline but before the scheduled start time will be assigned a Late. A second Late constitutes a UA. All midshipmen who arrive after the scheduled start time of an event will be assigned a UA. This policy is not subject to discussion or negotiation.

4. Procedures for UA midshipmen: Midshipmen who are assigned an Unexcused Absence will complete and turn in an Offense Chit within one (1) week of the missed event. First offense: The midshipman will seek the required signatures of their Platoon Commander, Company Commander, BSM, and AMOI. Second offense: The midshipman will seek the required signatures of all the previous individuals in addition to the BXO. Furthermore, they will present themselves with their Platoon Commander for the MOI's signature. Third offense: The midshipman will complete the same actions as with their second offense. Iin addition, they must present themselves with their Platoon and Company Commanders for their Class Advisor's signature. A third UA will be grounds for an automatic Performance Review Board. All 1/C will proceed immediately to their Company Commander, if applicable, or the AMOI.

All completed forms will be turned in to the ABXO's box within one (1) week of the missed scheduled event. The BSM, ABXO, and Company CPOs will have Offense Chits with them at all scheduled Drill and PT sessions. [Top]

 

 


Demerits 

This policy was crafted to eliminate the gray area that currently exists between awarding an Unexcused Absence and not punishing an infraction. A method of on-the-spot correction should be used before resorting to a demerit infraction.

Demerits will be awarded for the following infractions:
- Improper show of respect to a senior i.e. failing to greet a senior member of NROTC or show of disrespect while in uniform.
- Improper wear of uniform within regulations or failure to maintain uniform in an acceptable fashion befitting Naval regulations and Notre Dame standards.
- Failure to promptly respond to communication by a senior member, i.e. not responding to emails or phone calls in a timely fashion or by the deadline assigned.
- Failure to meet a deadline assigned by midshipmen or unit staff, i.e. sign up sheets or completion of a form.
- Failure to fill out assigned forms required by an absence, i.e. a Med-Down form or University Excuse chit.

Punishments for demerits will include the following:
- A 400-word essay detailing the infraction, explanation, and corrective action. Any other unique punishment must be discussed first with the MOI.
- The accumulation of three (3) demerits will merit an appearance before MOI with the individual's squad leader and platoon commander.

Procedure for awarding a demerit:
- The charging individual will fill out an Offense Chit and present it to the charged individual for his comments on the offense and submittal to the appropriate chain of command.
- First offense: Midshipmen will solicit the signatures of the individuals three (3) levels up in their chain of command. Ex: Squad members will need Squad Leader, Platoon commander, and Company Commander. Dept. staff members will proceed to the CPO, Dept. Head and the BOPS.
- Second offense: Midshipmen will solicit the signatures of the individuals five (5) levels up their chain of command. Ex: Squad members will need the signatures of Squad Leader, Platoon Commander, Company Commander, BXO, and BCO. Dept. staff members will proceed to the CPO, Dept. Head, BOPS, and BCO.
- Third offense: Midshipmen will present themselves before the MOI with their Squad leader, Platoon and Company Commander with a completed chit. Dept. staff members will present themselves before the MOI with their Dept. Head with a completed chit.

Punishments for Unexcused Absences will include any of the above and the following:
- For a UA Offense assigned to Drill Periods, a 400-word essay will be written on a subject specific to the drill period so that the individual will gain information passed during the drill session.
- For the accumulation of two LATE musters to a battalion event, the individual will be awarded a UA Offense and the appropriate punishment for evolution.
- For PT sessions, individuals will be awarded a UA Offense and the appropriate punishment for evolution.
- For miscellaneous events such as Navy Ball, NLW lectures, or NSCI class, individuals will either write a 400 word essay in similar format to above.

The power to give demerits should be not abused. People who use them excessively will have their privileges revoked. Individuals allowed to assign demerits include the following:
- All 1/C.
- Any member of battalion midshipmen staff.
- Company and platoon staff during informal inspections of midshipmen.
- Other midshipmen who notice discrepancies or who have grievances should bring it to the attention of the previous individuals in order to lodge a demerit.

Unit Conduct

Hygiene: All males will be clean-shaven upon entering the building and all individuals will have their hair within standards of Navy regulations. Hats will not be worn into the building.

Shirts: All shirts, with or without collars, will be tucked into the individual’s pants or shorts upon entering the building, with the exception of sweaters and/or sweatshirts. All shirts will have sleeves. No shirts with dirt, holes, offensive or derogatory slogans will be worn inside the building. Females will not wear shirts that expose midriffs.

Pants/shorts: All pants or shorts worn into the building must have belt loops and be worn with a belt. Pants shall not sag to expose undergarments. Pants will also not be cutoffs or torn. No pants with holes, dirt, or tears will be worn into the building. 

Shoes: All midshipmen will wear footwear upon entering the building. Shoes shall be laced and tied. Sandals are authorized for wear inside the building provided they are in good condition. However, shower shoes and flip-flop style sandals will not be permitted.

Civilian PT gear is authorized for wear into the building provided the individual does not linger in the building. You may pass through the building on your way to a workout but you may not attend meetings or classes in civilian PT gear.

Females are to use their own discretion on the appropriateness of all clothing not addressed here. [Top]

 


Uniform Item Replacement

1. Obtain "Uniform Item Replacement Form" in the lost/missing items box in Midshipmen office.
2. Get signatures from the Supply/Med officer and your class advisor.
3. Take signed form to YN1 and get the uniform items needed. 4. Place form in Supply/Med box.[Top]
