JNL Research Funding Policy

Overview

Research funding can be a nice benefit of doing research in applied disciplines such as Engineering. Research funding is a metric for the evaluation of research programs and a device for recruiting the best group members to perform research work. Acquiring and maintaining funding levels requires significant work on the part of faculty members to write proposals and on the part of group members to develop results on which proposals can be based. However, availability of research funding is often hard to predict, so it should be viewed as a privilege and not a right.

Policy

Regarding research funding, the guidelines below should be followed by each Group Member, as appropriate:

  1. A Group Member deserves appropriate remuneration for making adequate scholarly progress, unless s/he is an Undergraduate Student performing research for credit. That said, this Policy does not guarantee a stipend, salary, or any other sort of remuneration. Instead, it states a best effort on JNL's part to obtain appropriate remuneration, either directly through UND or through other means.
  2. The amount of renumeration may depend upon the source of funding and the experience and time commitment of the Group Member. The EE Department and UND set standard stipend and salary levels for full-time work. These will be followed based upon the availability of funds, and pro-rated accordingly for part-time work. See the Policy on Work and Vacation for more discussion of full-time work.
  3. All Group Members are strongly encouraged to independently apply for, and must be willing to assist JNL in applying for, grants, fellowships, awards, stipends, and consulting from sources both within and external to UND. Any of these can provide research opportunities and a source of income to the Group Member, and can reflect well upon the Group Member, JNL, the Group, the EE Department, and UND.
  4. If a Group Member has any known sources of funding, s/he must describe to JNL these sources, funding amounts, and approximate number of hours per week applied to those sources. The Group Member and JNL will agree upon any increase or decrease in UND's renumeration (if any) for the duration of these other sources.
  5. Any grant(s), fellowship(s), award(s), or stipend(s) are a privilege, not a right, and as such in order for them to reflect well, they must be taken seriously. The Group Member is solely responsible for performing her/his part of any agreed-upon work, within any agreed upon timeframe and budget.
  6. Full-time Graduate Students and Post-Docs must limit Consulting work to at most 10 hours per week on average, with the understanding that Ph.D. or post-doctoral work takes priority over Consulting work. Other Consulting arrangements are possible, but require prior discussion with JNL and possible reductions in UND funding. Staff and Undergraduate Students have no constraints on Consulting as long as it does not interfere with the agreed upon hours dedicated to Group activities.
  7. If a Group Member's actual level of renumeration provided by outside sources is less than that provided by the appropriate EE/UND stipend or salary level, then it is the responsibility of the Group Member to approach JNL to discuss the possibility of having funding through UND make up the difference. In following with Item 1 of this Policy, neither UND nor JNL guarantee funding to make up any difference; instead it is on a best effort basis.
  8. The Group Member is responsible for all taxes on any source of funding, as well as specification of, or any changes in, withholding to cover those taxes.
