Scalable biased Monte Carlo sampling algorithm for statistical sampling

This method will be implemented and validated in two stages. A graduate student will be 100% devoted to this method for three years. Currently, the student is Mr. Hong Hu, a graduate student at the department of computer science and engineering at the University of Notre Dame, who has two M.S. in computational chemistry.
