The Task Force on Communicating the Directions and Goals of the University Libraries met at 11:00am. All were in attendance.
 

Next meeting was set for Wed Feb, 7th 1:00pm rm.222a

The following items were covered.

1. A Definition of planning discussed
    1.   An assessment of the future
    2.   The determination of desired objectives in the context of that future
    3. The development of alternatives courses of actions to achieve such objectives
    4. The selection of a course, or courses, of action from among these alternatives

2. Three types of planning were defined
    1. Corporate 2. Operational 3. Financial

3. Types of Corporate Plans
    Basic - Informal planning, incremental, long-range
    Analytical - Top down, Management Sciences, Strategic Analyses, PPBS
    Behavioral - Bottom up, Behavioral strategy,
    Combined - Strategic Planning

4. TC reported on the history of the various statements concerning the library's mission, goals...

5. In defining Strategic Planning the following ideas were put forward:
    Planning several moves ahead
    SWOT
    Formal
    General but not broad, vague or mindless
    Drop functions as necessary
    Choose between alternatives
    Date & soft issues
    Cyclic and ongoing process
    Should be stable of a long period of time
    Represents the best fit between the organization and its environment

6. In looking at why Strategic Plans fail the following points were discussed:
    Fallacy of formalization
    Craftsmen Companies - Focusing Trajectory
    Starting and not finishing due to the process becoming cumbersome
    Not able to see the strategic issues

7. Discussed the various pro's and con's of maintaining the strategic status quo.

8. Discussed the audiences for a strategic plan
    Staff and Faculty
    University Administration
    Advisory Counsel
    Patrons
    Candidates and New Hires
    Library Community
    Divisions and departments

9. The tentative components of a strategic plan were introduced and what products would be represented by these components was compiled.

    Strategic Planning Process
        1. Initiate agree on process
        2. Identify Original Mandates
        3. Clarify original mission/values
        4. Assess internal external env. SWOT
        5. Identify Strategic issues
        6. Formulate Strategy to manage issue

11. Each committee member was assigned to research a product, these are indicated by initials at the end of each of the "Products we expect at the end of the process"
