ELF Minutes 11/8/01

Present: S. Hayes, A. Krieger, J. Younger, C. Tuai, A. Lamb

Absent: D. Archer

The meeting began at 2:30 PM.

There were brief discussions about the meetings with the external reviewers and on the minutes (outstanding) of the Sept. 13 Faculty meeting.  Extended discussion by ELF took place on two issues: (1) the nature and accessibility of Library Faculty CVs, and (2) the issue of Faculty governance.  Discussion highlights on the two issues follow:

I.  CVs

The inclusion of the Library Faculty CVs in the Self Study document had generated a number of concerns at several levels from various faculty members, but the main issues seemed to be confidentiality, accessibility and ownership of the CVs.  There was consensus among the ELF members that in retrospect there existed no universal understanding by Library Faculty that the CV is a confidential document.  Additionally, there was no faculty consensus as to whether the Library may use what was in the personnel file for official uses other than for appointment, re-appointment, and promotion. In efforts to clarify the status and purpose of the CV, ELF proposes the following stipulations concerning the CVs to be presented to the Library Faculty for discussion and action at the Nov. 15 Faculty meeting:

a. Every member of the Library Faculty is expected to provide an updated and current CV for the personnel file, to be used for the purposes of initial appointment, re-appointment, and promotion.

b. In addition to the CV in the personnel file, each librarian is invited and encouraged to provide a CV which is publicly accessible.  Possibilities for making these CVs accessible are WEB, LiveLink, or some type of yellow pages.

c.  If the Library needs to access Library Faculty CVs for any reason other than the stated purposes of initial appointment, re-appointment, and promotion, then this access will be limited to the publicly accessible CVs.

II. Faculty Governance

Discussion centered around the definition and scope of faculty governance.  The questions were framed as where is the faculty in control, where is the Director in control, and whether the issues are jurisdictional.   Perhaps a starting point for discussion should be (1) there is faculty governance; (2) there is a library chain of command, and (3) how do we make it work for us.  No action taken by ELF. This topic will be placed on the agenda for discussion at a future Library Faculty meeting.

Meeting adjourned at 3:55 PM
